The new space and the addition of another physician will provide increased service and availability for patients. The office includes 11 exam rooms, two operating rooms, four consultation rooms and an area dedicated to CoolSculpting, a non-invasive technique for freezing and reducing fat cells.
Plastic and Reconstructive Surgery staff will handle minor surgeries in the office and provide consultation and advice for more extensive surgeries, which are performed in accredited surgical centers and hospitals. A provincial funding boost that tripled the annual budget for the Halifax Refugee Clinic was hailed as crucial at a time when new arrivals to the province are on a regular basis.
Dr. Tim Holland, chief physician at Newcomer Health Clinic, told reporters Tuesday that the $684,000 annual increase is a “game changer” for his clinic. The funding is included in the 2022-2023 provincial budget and will bring the clinic’s total annual budget to more than $1 million.

“More than 10 percent of Haligonians are now new immigrants, and we’re seeing record immigration growth year over year,” Holland said. “This investment puts the clinic on a long-term sustainable footing, capable of meeting the needs of incoming refugees for the foreseeable future.”
The increased financial support will allow the clinic to hire a social worker, nurse and coordinator to help families navigate the province’s health care system, he said.
The clinic provides preventive and primary care for government-assisted refugees, privately sponsored refugees and refugee seekers and currently has 2,715 patients. They have access to medical services such as vaccinations and diabetes treatment. The facility is committed to transitioning patients to community-based family clinics within two years.
“Newcomer health continues to face numerous challenges,” Holland said. “Continued commitment will be needed to ensure that the health system as a whole provides fair opportunities for newcomers.”

Rafa DiCostanzo, a liberal member of the Legislature, pushed for increased support for the clinic during last year’s legislative session.
DiCostanzo, who represents the multicultural Halifax riding of Clayton Park West, said that while the clinic temporarily provided refugees with the basic initial care they needed, patients often had difficulty transitioning into the broader health care system.
“Because of language problems, because it takes time and knowledge, very few doctors will accept refugees,” she said.

DiCostanzo added that the situation is getting worse because most doctors’ offices and community appointment clinics are currently “overwhelmed.”
As of Aug. 1, there were 105,187 Nova Scotians on the waiting list for a family doctor, according to the province. That is approximately 10.4 percent of the province’s population.
Health Minister Michelle Thompson said she expected progress in reducing doctor waiting lists “in the coming months” through increased recruitment.
“I hope it will be faster, it just takes a little time,” she said. “But I very much hope that now we have the right vision to make some visible changes.”

She added that strengthening the newly arrived clinic is important because it has an important role in the health system. “It really helps reduce stress on the system, but more importantly, it provides really timely, person-centered care,” Thompson said.
